If a reviewer does not bid, the assignment tool can obviously not automatically propose good assignments for
this reviewer. But what is even worse is, that reviewers, who do not bid, typically did not enter their
conflict of interest either.
If reviewers did not enter the conflict of interest, it is the responsibility of the program committee chair
to not assign papers with conflict of interest to reviewers. Please have a look at P4.1)
for more details. Of course, the program committee chair cannot know all conflicts of interest.
That's why you should try to get as many biddings and as many reviewers who enter their conflict of interest,
as possible. Please send the e-mail [Office - Compose E-Mails - Mails to Reviewers - Bidding phase nearly over]
as reminder. Only reviewers, who did not bid, will get this e-mail.
