Generally reviewers can have a conflict of interest with papers.
The program committee chair must not assign papers to reviewers with interest of conflict.
The list of conflicts of interest should be made public within the program committee
and before starting to discuss a paper in the program committee meeting
all reviewers with conflict of interest are typically asked to leave the room.
In the process of getting the conflicts of interest, authors and reviewers are asked
to specify the conflicts of interest.
Of course conflicts specified by authors are handled differently than those specified
by reviewers, because it is only the reviewer who is responsible for the correct list of conflicts.
Conflicts entered by authors are only handled as reminders for the reviewers, and authors must not see, whether
their suggestions are accepted or not. After the bidding is finished, you should
remind reviewers to accept or reject conflicts that are proposed by authors. Please send
the reminder e-mail with [Office - Compose E-Mails - Mail to Reviewers - Proposed conflict reminder].

to check all conflicts in the system.
Proposed: Visble by Author and PCC, not visible by Reviewers. Only Authors can enter proposed conflicts.
When entering a proposed conflict, a pending proposed conflict is set at the same time,
Pending Proposed: Visble by Reviewer and PCC, not visible by Author. If authors enter
a proposed conflict, the pending proposed conflict is set at the same time. If the reviewer accepts this
pending proposed conflict, it is changed into a confirmed conflict. If not, it is deleted.
Confirmed Conflict: Visble by Reviewer and PCC, not visible by Author. This is the
"real" conflict, that is entered by the reviewer while bidding. This conflict should be published within the
program committee meeting. Papers with onfirmed conflicts must not be assigned.
Deleted Conflict: Only visible by PCC. Reviewers may enter and delete conflicts all the time, even
within the reviewing phase or later, because there might be situations, where reviewers notice
conflicts of interest very late. If a reviewer enters a conflict this late, the pcc is automatically notified.
If a reviewer deletes a conflict this late, he might get additional access to review information
(of course only if this access is allowed by access settings [Settings - Access]).
Of course a pcc does not want to grant this additional access right away, so the confirmed conflict
is converted into a deleted conflict. The pcc may then remove this deleted conflict.
Hidden Conflict: Only visible by PCC. This is no real conflict, it is just a reminder
for the pcc, if he does not want to assign a specific paper to a reviewer.
Please notice: self conflicts are automatically set as proposed and confirmed. They cannot be deleted,
because it is obvious, that no reviewer can write reviews for his own paper.
