P4.3) I already distributed some papers to be reviewed manually in advance. Is that a problem?

This is no problem, you can still use the proposal generator to assign the rest of the papers.

Please do the assignment procedure according to P4.1). In step 6) please choose the pre-assigned papers (Edit button) and lock them, before doing the assignment proposal.
